As California begins to get warm this week, people in the San Joaquin Valley are bracing for the historic snows in the southern Sierras to melt and flow down the rivers.  Communities in the Tulare Basin is especially vulnerable.  State agencies have been on the ground helping to prepare for the expected flooding.  Governor Gavin Newsom toured the region today being briefed and assuring locals that the state and federal disaster designations will provide badly needed assistance. Valley Prepares For Historic Sierra Snow Melt

A rapid increase in heat, forecast to the hit the San Joaquín valley this week from a monsoonal storm in the pacific, has raised concern about melting Sierra snowpack and the downriver floods anticipated in the Tulare Lake basin.  Farms, tows, and even a state prison are bracing for potential flooding.  Vic Bedoian reports from Fresno.
