Is This the Dawn of Strong AI? Exploring Consciousness and Illusions

Nearly two months after calling on the Office of Management and Budget to bar use of xAI’s Grok chatbot in government, a coalition of advocacy groups is pressing its case further after the General Services Administration struck a deal with Elon Musk’s AI company to deploy Grok across the federal government. In a letter sent Wednesday to OMB Director Russell Vought, the advocacy groups reiterated their concerns in the wake of the GSA OneGov deal, along with recent comments from Michael Kratsios, the director of the White House Office of Science and Technology Policy. “OMB is entrusted with ensuring that AI systems procured by the federal government meet the highest standards of truth-seeking, accuracy and neutrality,” the letter, led by Public Citizen, stated. “Grok has repeatedly demonstrated failures in these areas and Director Kratsios himself has confirmed that such behavior is the precise type that Executive Order 14319 was designed to prevent.” The letter refers to an executive order signed by President Donald Trump in July that seeks to prevent “woke AI,” or ideological biases in models that are used by the federal government. The groups argued in their August letter to Vought that the use of Grok contradicts this order, given its past controversies with spewing antisemitic and pro-Hitler content. Weeks after the letter was sent, GSA inked a deal with xAI to offer Grok models to the government for a nominal cost. Under the deal, federal agencies can buy Grok 4 and Grok 4 Fast for 42 cents until March 2027.

The White House appears to be moving forward with plans to redesign federal government websites, registering a new government domain — techforce.gov — this week. The new URL, which was first discovered Thursday by a bot tracking new government domains, leads to a sign-in page that states “National Design Studio” and “Tech Force” at the top. It includes a form for users to submit their email and receive a code to access the website. Records maintained by the Cybersecurity and Infrastructure Security Agency show the domain was registered Oct. 24 and last changed Wednesday. The domain registration comes more than two months after President Donald Trump signed an executive order launching an “America by Design” initiative focused on both digital and physical spaces. A new National Design Studio and chief design officer will lead the initiative and coordinate agency actions.

Artificial intelligence (AI) methods are becoming increasingly widespread today. The achievements 
of AI over the past decade is closely linked to advances in data availability, processing power, and 
scientific research. In this sense, AI relies on digitalization and is built upon its development and 
infrastructural foundation. This article first distinguishes between the digital and digitalization, 
offering a periodization of the latter. Second, it examines the relationship between digitalization and 
the relations of production, exploring its contradictions and limitations. AI methods appear as the 
most advanced form of fixed capital today, carrying all the contradictions of capitalist production. 
Until the 1970s, monopolies that controlled communication, network, and information-processing 
systems served as tools of vertical centralization. However, since the 1990s, under the pressure to 
become more flexible in response to capitalist crises, capital has increasingly required flexible 
production and communication tools—advanced forms of fixed capital—that could organize 
vertically centralized yet operationally decentralized subsidiaries, subcontractors, and fragmented 
production cycles. AI and digitalization emerge precisely as such instruments of production. In this 
regard, they reflect the vertically centralized but downward-flexible structure and needs of 
contemporary corporations. Yet, these tools of production are also constrained and shaped by the 
contradictions of the relations of production. Finally, the article discusses key emerging tensions 
that will shape the coming decade, including the parameterization of society, data localization, and 
manipulation.

Inside the Fast-Paced World of AI Processing

As artificial intelligence takes on a growing role in decisions about education, jobs, housing, loans, healthcare, and criminal justice, concerns about fairness have become urgent. Because AI systems are trained on data that reflect historical inequalities, they often reproduce or even amplify those disparities. In his book “AI Fairness: Designing Equal Opportunity Algorithms” Professor Derek Leben draws on classic philosophical theories of justice—especially John Rawls’s work—to propose a framework for evaluating the fairness of AI systems. This framework offers a way to think systematically about algorithmic justice: how automated decisions can align with ethical principles of equality and fairness. The book examines the trade-offs among competing fairness metrics and shows that it is often impossible to satisfy them all at once. As a result, organizations must decide which definitions of fairness to prioritize, and regulators must determine how existing laws should apply to AI. In this episode of Bridging the Gaps, I speak with Derek Leben. 

Derek Leben is Professor of Business Ethics at the Tepper School of Business at Carnegie Mellon University. As founder of the consulting group Ethical Algorithms, he has worked with governments and companies to develop policies on fairness and benefit for AI and autonomous systems.

I begin our discussion by asking Derek what “AI” means in the context of his work and how fairness fits into that picture. From there, we explore why fairness matters as AI systems increasingly influence critical decisions about employment, education, housing, loans, healthcare, and criminal justice.

We discuss how historical inequalities in training data lead to biased outcomes, giving listeners a deeper understanding of the problem. While some view AI fairness as a purely technical issue that engineers can fix, the book argues that it is also a moral and political challenge—one that requires insights from philosophy and ethics. We then examine the difficulty of balancing multiple fairness metrics, which often cannot all be satisfied simultaneously, and discuss how organizations might prioritize among them. Derek explains his theory of algorithmic justice, inspired by John Rawls’s philosophy, and we unpack its key ideas.

Later, we touch on questions of urgency versus long-term reform, exploring the idea of longtermism, and discuss the tension between fairness and accuracy. Finally, we consider how businesses can balance commercial goals with their broader social responsibilities.

Overall, it is an informative and thought-provoking conversation about how we can make AI systems more just.
