Yesterday you will have heard the conversations around the 400 Ukrainian refugees coming to Roscrea.

This has generated a lot of talk about the services, the poor infrastructure, transport, all of the things communities need to thrive and how bringing more people in will only create bigger issues.

I wanted to see how an organisation which supports the migrant community in Ireland feels about all that is happening at the moment and what they would say about the concerns people have as those who deal directly with the refugees.

News in Brief - 28 June 2023 - Nigeria, Climate change and Asylum seekers

Asylum and Migration policy has been at the forefront of the EU agenda as negotiations have commenced on some key aspects of the new Asylum and Migration Pact. Since the proposal was tabled, in September 2020, considerable progress has been made, although discussions at the recent European Council Meeting were inconclusive. The desire for a rational fact-based approach to the topic can only be achieved by building on a spirit of trust and cooperation between Member States. It has reinforced the belief that the scale and scope of migration management in the EU is best addressed collectively, rather than at Member State by Member State level. 

In her address to the IIEA as part of the Global Europe project, which is supported by the Department of Foreign Affairs, European Commissioner for Home Affairs, Ylva Johansson outlines the progress made on migration policy, the crises and challenges to overcome, the outreach to third country partners, and on the type of debate needed to continue to make progress if the Pact is to be agreed before the European Elections in June 2024.

About the Speaker:

Ylva Johansson was appointed European Commissioner for Home Affairs in December 2019. She previously served as Minister for Employment in the Swedish Government from 2014 to 2019, Minister for Welfare and Elderly Healthcare from 2004 to 2006 and Minister for Schools from 1994 to 1998. Ms. Johansson was educated at Lund University and the Stockholm Institute of Education.

Migration and Asylum in the EU

The Schenectady County Legislature recently passed a resolution to issue an emergency order that temporarily prohibits New York City from relocating asylum seekers to Schenectady County. The Town of Rotterdam took similar action. Starting on July 18, three buses carrying around 150 asylum seekers arrived at the Super8 Motel in Rotterdam. Angela Castrillo-Vilches of the NY Immigration Coalition discusses the situation with Mark Dunlea of Hudson Mohawk Magazine.

Catherine Warin (lawyer, president of Passerell) joined Simon today to talk about their response to the Luxembourg authorities’ recent decision to stop accepting single men in accommodation for asylum seekers.
Passerell have already experienced the consequences of this decision as they receive young asylum seekers who have nowhere to go.
The public can help these asylum seekers and Passerell in the following ways:

The future of the UK asylum system could dominate the 2024 general election campaign. The prime minister has made his controversial Rwanda plan a flagship part of the government’s agenda, while Labour has committed to reforming the asylum system as part of its plan to tackle Channel crossings. 

Rishi Sunak pledged to clear the legacy asylum backlog by the end of 2023, but the sizeable backlog of people waiting for a decision remains – with the government struggling to deal with new asylum cases and problems elsewhere in the system.  

So what are these problems? Does the government have a coherent plan to bring down the backlog? And what can be done to improve the UK’s asylum system in the long term? 

This panel examined what steps the government can take to ensure the asylum system is fit for purpose in the long term.

We were joined by an expert panel, including:

Sal Copley, Executive Director of Communications and External Affairs at the British Red Cross
Lizzie Dearden, Home affairs journalist and author
Sir Philip Rutnam, former Permanent Secretary at the Home Office

How can government improve its approach to asylum policy making?

Amy Pope has always championed humane and orderly migration as an opportunity for societies, not a problem. Now the first female Director General of the International Organization for Migration (IOM) she is campaigning for a fundamental shift in attitudes towards newcomers.  

“You just give somebody a little space. Everybody has purpose. Everybody has dreams, everybody wants to be seen.”  

Human migration is likely to rise over the coming decades, with the IOM predicting that hundreds of millions of people could be displaced due to climate change alone. In this episode, Amy Pope reflects on how better to prepare communities and why celebrating the contributions of migrants is a win-win for societies around the world.

“The evidence is pretty overwhelming that it doesn't even take very long for migration to actually pay out pretty significantly for the communities who host the migrants, and definitely for the communities that migrants are coming from.”

Shannon Gleeson and Jaclyn Kelley-Widmer both professors at Cornell University talk about the broken immigration system in the U.S., including enforcement policies, due process violations, and the integration of people once they arrived.

It’s an exciting time for qualitative research methods these days. Migration scholars are pushing the boundaries of traditional interview techniques, with the aim to amplify the voices of marginalized groups as well as to influence policy and reach wider audiences. In this episode you’ll hear Silindile Mlilo interview two researchers who are using creative and non-traditional research methods.

Isabel Rose Soloaga will talk about the use of participatory research and film through her forthcoming documentary, Growing Up in America: Life After the Taliban. The film is a personal story following two young girls and their family, who were forced to evacuate Kabul after the Taliban rose to power in 2021. Isabel told us: “Everyone has a camera and a platform today through social media, so I think debates on how to use these tools in an ethical way, while inviting people to reach out to their new neighbors -- the key message of my film.”

Ntokozo Yingwana will discuss her use of digital story telling – which I learned is, the growing practice of everyday people using digital tools to tell their stories. In her PhD research project “Queering Sex Work and Mobility in South Africa: How does Migration and mobility Influence Genderded Sexualities in Sex Work? Duh-kozo conducted data collection through a digital storytelling workshop and WhatsApp. She also worked with two of people from her research participant group, who are sex workers, as research assistants.

Ntokozo Yingwana is a Doctoral researcher at the African Centre for Migration and Society at Wits University in South Africa.
