In this chapter of Programmed to Fail, we dive into how complex order in the real world emerges from simple and iterative systems of nonlinear interactions. The umbrella term of complex adaptive systems is used to describe self-organizing systems of emergent order that adapt to an uncertain environment. While these properties are not in general desirable for weapon systems that humans use in the field, they are certainly desirable properties for the defense acquisition system as much as they are for market economies. 

In this chapter, we trace John Boyd’s work from weapon systems design into complexity theory that leverages Godel’s incompleteness theorem, Heisenberg’s uncertainty principle, and the second law of thermodynamics. We find that the only realistic way to generate a system that exhibits complex behaviors beyond the foresight of any individual is to build from the bottom-up according to simple rules. Tacit coordination based on local conditions can then give rise to emergent order, a process not appreciated by advocates of top-down planning and built into the foundations of the Planning-Programming-Budgeting System. While complexity theories have started to penetrate the philosophy of military operations, we are still at the early stages of appreciating these ideas in the world of defense acquisition.

The USGA Goes Off Course

Olivier Lefebvre a fait des études de philosophie et des études d'ingénieur robotique. Il travaillait dans une entreprise de construction de véhicules autonomes à Toulouse lorsqu'il démissionne, ne trouvant plus de sens à cette activité dans un contexte de crise sociale et environnementale.

Il a décrit son parcours et sa démission dans le livre de Celia Izoard intitulé “Merci de changer de métier, Lettres aux humains qui robotisent le monde”, paru en 2020.

Il développe ses questionnements et ses propositions dans un livre “Lettre aux ingénieurs qui doutent” paru en mai 2023 aux éditions L’Échappée.

#88 Aux ingénieurs qui doutent dans leur cage dorée avec Olivier Lefebvre

A first draft attempt to convert the logistic map bifurcation diagram to sound.  The logistics map is f(x)=4Ax(1-x) where A is a real parameter between 0 and 1.  In this draft, the value of A is associated with time: as time goes forward, A ranges from 0.65 to 1 (in general for the logistics map it is reasonable to consider A from 0 to 1, but the sound is very simple and changes slow for A less than 0.65, so I've left that out).  For each A value, many x values are chosen and many iterations of f(x) are applied; the end result is used to calculate a frequency (linearly determined between 100 and 4100 hz) for a sound event at the time corresponding to the A value.
