Mark is not fooling around today. He looks back at the history of gold and its price, which some believe is too erratic and too unstable (like Bitcoin) to serve as a basis of a monetary system. Mark shows that it is not gold that destabilizes events in the real world, but rather real world events related to political decision-making that has made the price of gold unstable. The price of gold is a "minor" indicator of what governments are really up to.

F. Christopher Calabia, CAMS, is Head of Central Bank Digital Currency Programs at the Massachusetts Institute of Technology (MIT) Digital Currency Initiative, which he joined in October 2022. His 30-year career in central banking and regulation included senior leadership roles at the Federal Reserve Bank of New York and the Dubai Financial Services Authority; secondments to the Bank for International Settlements (Switzerland) and the International Monetary Fund; and a Senior Advisor role at the Bill & Melinda Gates Foundation’s Financial Services for the Poor Initiative. Mr Calabia is a certified anti-money laundering specialist and graduated from the Fletcher School of Law & Diplomacy (MALD) and the University of Virginia (BA).

Central banks around the world are usually given a mandate to conduct monetary policy to achieve a small number of aggregate objectives, most often low and stable inflation and full employment. However, there has been increasing pressure to add distributional equity to the list of official goals. An example is a proposal, now in the U.S. Congress, to amend the Federal Reserve Act to “make reducing inequality part of the Fed’s mission”.

This lecture will discuss these debates with special emphasis on the role of a central bank’s mandate in attaining social welfare. The evaluation of equality as a central bank’s goal requires analysing implications for the incentive properties of the mandate. Such a perspective can justify charging central banks with the reduction of inequality but, at the same time, it delivers novel and unexpected lessons.

Roberto Chang is Visiting Professor at the LSE School of Public Policy and Distinguished Professor of Economics at Rutgers University. He is also a Research Associate at the National Bureau of Economic Research. He has also served as a visiting faculty member at Princeton University and Columbia University.

Andrés Velasco (@AndresVelasco) is Professor of Public Policy and Dean of the School of Public Policy at LSE. He was previously the Minister of Finance of Chile between March 2006 and March 2010.
