Präsident Rodrigo Chaves Robles hatte sich für eine Legalisierung starkgemacht, um kriminelle Netzwerke zu schwächen und wirtschaftliche Vorteile wie Steuereinnahmen und Arbeitsplätze zu schaffen. Doch das Urteil zeigt die Hindernisse, die internationale Gesetze für nationale Reformen darstellen können. Die Debatte bleibt heiß: Wie kann Costa Rica trotz globaler Abkommen Fortschritte in der Cannabis-Politik machen?
