Die Spitzen von CDU, CSU und SPD haben den Entwurf ihres Koalitionsvertrags vorgestellt. Für viele Cannabisfreunde war das ein spannender Moment – immerhin hatten Unionspolitiker in der Vergangenheit häufig eine Rücknahme der CanG-Reform gefordert. Umso größer ist nun die Erleichterung, dass diese Rückabwicklung im vorgestellten Vertrag keine Rolle spielt. Noch steht die finale Zustimmung der beteiligten Parteien aus, doch die Koalitionsverhandlungen scheinen erfolgreich verlaufen zu sein. Sollte der Vertrag in dieser Form angenommen werden, wäre ein späterer Rückschritt in der Cannabispolitik innerhalb der neuen Legislatur eher unwahrscheinlich. Dennoch bleibt die Zukunft der Reform offen: Im Herbst ist eine umfassende Evaluation des CanG vorgesehen. Dabei soll untersucht werden, wie sich die Reform auf innere Sicherheit, Jugend- und Gesundheitsschutz sowie auf die Belastung von Polizei und Justiz auswirkt. Hier liegt auch eine Chance für die Cannabiscommunity: Wenn legale Anbauclubs, Eigenanbau und transparente Strukturen nachweislich dazu beitragen, den Schwarzmarkt zu schwächen und Risiken zu senken, dann wird das Ergebnis der Evaluation positiv ausfallen.

Seit April 2024 gilt das neue Cannabisgesetz (CanG) in Deutschland. Von Beginn an wurde es mit dem Auftrag zur wissenschaftlichen Begleitung durch das Zentrum für Interdisziplinäre Suchtforschung (ZIS) in Hamburg versehen. Ziel ist es, die Auswirkungen auf Konsumverhalten, Prävention, Verkehrssicherheit und Kriminalität differenziert zu untersuchen. Dabei geht es nicht um schnelle Urteile, sondern um valide Daten, die politische Anpassungen ermöglichen. Erste Eindrücke präsentierte Jakob Manthey auf einer Fachkonferenz, betonte jedoch, dass belastbare Ergebnisse Zeit benötigen. Besonders wichtig ist die Betrachtung der Wirkung auf Jugendliche, die Verkehrssicherheit sowie die Entlastung von Polizei und Justiz. Das Gesetz versteht sich als lernende Regulierung – eine flexible Rechtsgrundlage, die durch solide Forschung begleitet werden soll. Die Evaluation liefert somit die Basis für evidenzbasierte Politik statt symbolischer Schnellschüsse.
