Vorurteile gegenüber dem öffentlichen Sektor sind durchaus vorhanden und reichen von “Der öffentliche Dienst arbeitet langsam” über "Fax und Papier sind die besten Freunde des Verwaltungsangestellten" bis hin zu “Um 16 Uhr ist Schicht im Schacht. Dann werden die Tastaturen hochgeklappt”. Entsprechend negativ ist die Wahrnehmung der öffentlichen Verwaltung in der deutschen Bevölkerung. 

Das zeigt auch die repräsentative Bürgerbefragung “Öffentlicher Dienst”, die das Meinungsforschungsinstitut Forsa im Auftrag des dbb beamtenbund und tarifunion regelmäßig durchführt. Zuletzt im Juli 2022: Schwindendes Vertrauen in die Handlungsfähigkeit, Überforderung mit Aufgaben und Problemen sowie mangelnde Leistungsfähigkeit werden dem öffentlichen Dienst zugeschrieben. 

Auch zum Thema Digitalisierung hat die Bevölkerung eine klare Meinung: Mehr als 70 % der Befragten halten es für notwendig, die Digitalisierung bei allen Aufgaben voranzutreiben, um die Leistungsfähigkeit des öffentlichen Dienstes zu verbessern. Doch was passiert bereits bei der Digitalisierung der Verwaltung? Welche Lösungsansätze werden derzeit entwickelt, um diese  voranzutreiben?
