According to Arizona Revised Statute (ARS) 13-3554, it is illegal to know — or have good reason to know — that an individual an alleged perpetrator is luring is not of the age of consent. In other words, when you use anything to attract, bribe, seduce, entice, tempt, or charm an individual you know full well who is either 14 years of age or younger, you could be charged with luring a minor for sexual exploitation in Arizona. 

It is oftentimes the case that the person doing the “luring” is doing so online, usually by way of social media or some kind of chat room. In these scenarios, the person “being lured” is not, in fact, a minor child but a full-grown adult pretending to be a child for the purpose of setting up a sting with the alleged perpetrator. 

Typically, the alleged perpetrator might ask for some proof that the person s/he is speaking to is, in fact, a minor under the age of 14. At this point, law enforcement will send the alleged perpetrator an image of a girl or boy who has nothing to do with this setup; once the alleged perpetrator bites, the authorities set up a meeting in a public place so as not to scare away the alleged perpetrator — and once s/he arrives, s/he is ambushed by law enforcement, arrested, and from there will be booked for luring a minor for sexual exploitation.

In the state of Arizona, child exploitation, as it refers to child pornography, includes the act on the part of the perpetrator of knowingly and intentionally filming, photographing, or otherwise recording still images or moving pictures of any minor child.

Roblox: Dawn Hawkins, CEO of the National Center on Sexual Exploitation Explains  the Dangers

"To solve the global problem of sex trafficking, it is time to hold not only traffickers to account, but also the people who create, enable and perpetuate this problem: sex-buyers.  

Although sex-traffickers enjoy the lion’s share of the global community’s scorn, it is sex-buyers— overwhelmingly men who purchase sexual access to the bodies of women and children —who deserve far more of the outrage and should receive a much larger share of frontline law enforcement’s responses. After all, traffickers may be the ones who pocket the money that is generated from sex trafficking operations, but it is sex-buyers who pay it." 

These are the words of Dr. Marcel van den Watt, Director of the Research Institute at the National Center on Sexual Exploitation in Washington D.C. He is an internationally accoladed investigative and research professional with 20 years’ experience in combating the interspersing criminal economies of organized crime, human trafficking, and sexual exploitation. Per Arizona Revised Statute 13-3554, luring a minor for sexual exploitation is illegal, and it refers to the act of proposing or seeking sexual conduct with someone else, all the while being aware or having cause to think that the other party is a minor.

Notably, asserting that the involved individual is not actually a minor does not function as a legitimate defense to this charge, although there are alternative methods your defense lawyer may utilize to contest this accusation.

This law classifies luring a minor as a class 3 felony, a grave offense carrying considerable potential consequences such as financial penalties and incarceration. Additionally, if the minor involved is younger than fifteen years old, the punishments may be even more rigorous, as governed by ARS 13-705 of the Arizona Revised Statutes.
