This is the Megadrive version of Sonic 3 Complete's Ice Cap Zone Act 2's music.

This is the 2nd act's music of Ice Cap Zone for Sonic 3 Complete. I wasn't able to find an existing video of it or a track on Soundcloud, so I decided to record it from my Gens emulator.

If anyone else was also looking for this, then you found it.

Sonic 3/3&K is developed by SEGA, SEGA Technical Institute, and Sonic Team. Sonic 3 Complete is a hack of Sonic 3 & Knuckles that "aims to provide a much improved variant of the original game, with many new options and features, without straying from the original levels or gameplay," according to Sonic Retro.
