What Is PCP (Phencyclidine)?
PCP, the common name for Phencyclidine, is a Hallucinogenic substance that affects the brain in various ways. PCP was first used in the 1950s as an Anesthetic and later became popularized in the 1960s and 70s as a recreational drug. Known for its ability to cause the user to detach and disassociate from their surroundings, the drug can also produce a strong feeling of euphoria. The Schedule II controlled substance goes by several street names, such as:

The drug is known for uncomfortable withdrawal effects, producing delusions, irritability, and anxiety when users are “coming down.” PCP can come in liquid form, yellow or clear in color, or in a powder or tablet form, easily dissolving in water. PCP is also often mixed with other drugs, such as Ecstasy, Methamphetamine, LSD, and Mescaline, typically without the user’s knowledge.

PCP can be smoked, snorted, taken orally, sprinkled onto other drugs, or injected.

PCP Addiction
Phencyclidine is addictive, as it impacts the brain’s chemical composition. Upon ingesting PCP, people experience joy and a perceived clarity of thought. Depending on how they have taken it, people can feel the results of the substance rather quickly. For instance, someone injecting PCP can feel the effects in 2 to 5 minutes; smoking PCP can produce effects in the same amount of time, and the experience can last up to half an hour. A user who swallows the substance will feel its effects in roughly 30 minutes, with intense side effects occurring 2 to 5 hours after consumption.

Because of the altered states of consciousness people experience under the influence of PCP, many can become dependent on the drug. In particular, individuals seeking sensory distortions or pseudo-spiritual experiences may be at risk. People taking PCP also experience mood changes and poor coordination. Side effects of PCP vary based on the size of the dose. Common symptoms of PCP addiction are:

Problem Description
A drive-by shooting refers to an incident when someone fires a gun from a vehicle at another vehicle, a person, a structure, or another stationary object. Drive-by shootings are a subset of more general gun violence and are less common than incidents in which someone approaches another on foot and fires at him or her.§ Many drive-by shootings involve multiple suspects and multiple victims. Using a vehicle allows the shooter to approach the intended target without being noticed and then to speed away before anyone reacts. The vehicle also offers some protection in the case of return fire. In some situations, drive-by shootings are gang-related; in others, they are the result of road rage or personal disputes between neighbors, acquaintances, or strangers and are not related to gang membership. Non-gang-related drive-by shootings are not well researched, but journalistic accounts and police reports suggest that these constitute a significant proportion of the drive-by shootings to which police respond. Because of their prevalence, they are included in this guide, despite the dearth of research about their motivations and the lack of evaluative research showing which responses are most effective with this type of drive-by shooting. Even if a drive-by shooting problem is not patently gang-related, some of what is known about gang-related shootings may inform responses to other kinds of drive-by shootings. 

§ Gun violence perpetrated by other means is far more prevalent than gun violence facilitated by vehicle use. For example, in West Oakland, Calif., offenders were 10 times more likely to walk up to the intended victim and shoot him or her than to use a vehicle to facilitate the attack (Wilson and Riley 2004). Similarly, an analysis of San Diego homicides from 1999 through 2003 revealed that drive-by shootings accounted for about 10 percent of all of them (Wilson et al 2004).

Although some drive-by shootings result in the victims death, many result in nonfatal injuries to the intended victim or innocent bystanders.§§ Whether the shooting is lethal depends less on the intent of the offender and more on the location of the wound and the speed of medical attention.1 The intended targets may be slow to mobilize in the face of an unanticipated attack, and their reactions may be delayed by drugs or alcohol.2 The specifics of a drive-by shooting—in which the shooter is aiming a gun out the window of a moving vehicle at a moving target, and is often inexperienced in handling a gun—mean that shots often go wild and injure people or damage property that was not the intended target.3, † Deaths of innocent bystanders often receive significant media attention and result in passionate public outcry, particularly when the victim is extremely young, has a debilitating medical condition, or was shot while inside a supposedly "safe" structure, such as their home or place of worship.4 

§§ For example, in Los Angeles, of over 2,000 victims of drive-by shootings in 1991, only 5 percent were fatally injured. Over half sustained a gunshot wound to the leg (Hutson, Anglin, and Eckstein 1996; Hutson, Anglin, and Pratts 1994). 

† One study of Los Angeles drive-by shootings in the early 1990s found that the proportion of those injured in drive-by shootings who were innocent bystanders ranged between 38 to 59 percent each year (Hutson, Anglin, and Eckstein 1996).

Heroin thrives among the Young, the Hip, and the Privileged

"Heroin was like a god taking me in the arms and making everything in my body all right, better than all right. And for one time in my life I got what I deserve. Now you start to thinking you deserve it every day. Sometimes twice a day."
Not only is there more heroin in Memphis, but the heroin has reached a dangerous level of purity.
"I was good at keeping my addiction down until the new heroin came along," says one recovering heroin addict at the Memphis Mental Health Institute. "Before the tar [a potent form of injectable heroin], it took $500-$600 worth. With the tar, it only takes $200 or so, it's so pure."
The purer the heroin, the less of it a user needs to get high. In the last few months, police have confiscated heroin that is 70 to 75 percent pure, compared to the 4 to 5 percent confiscated 10 years ago. The threat of overdosing increases with the purity. Also, dealers can "step on" heroin more times by mixing it with various substances, such as baking soda and vitamin B12, in order to maximize their profits.
"The heroin now makes the stuff I used look like over-the-counter aspirin," says Herman Holmes, an addiction counselor at Charter Lakeside Behavioral Health System and former heroin addict. On the average, about 10 to 25 percent of patients in the 30-bed facility admit they're being treated for heroin. Holmes suspects as many as 20 percent more may use heroin, but say they're addicted to Dilaudid or another narcotic to escape the "heroin stigma."
For $20, a user can buy a hit of powdered heroin that can be snorted or injected into a vein. A gram goes for $200-$300. The powdered form allows users to bypass the needle, as well as the threat of being infected with HIV or hepatitis through intravenous drug use. But after becoming addicted, users almost always resort to shooting up. The introduction of heroin directly into a vein ("mainlining") provides an instantaneous rush.

Heroin laid its foundation in American culture in the 1940s and early '50s jazz scene. A slew of jazz players, including bebop king Charlie Parker, became well-known heroin junkies as the drug saturated urban black communities. When Parker died at age 34, the coroner guessed he was in his fifties.
