A French judge has brought indictments against top officials in Paul Kagame's Rwandan government regarding the April 1994 downing of the plane carrying the President of Rwanda, Juvenal Habyarimana, and the President of Burundi, Cyprien Ntaryamira, which set off the 100 days of killing in Rwanda, and the subsequent invasion of Congo by Rwanda.
