State officials are moving forward with a phased plan to seal some of the worst methane leaking orphaned oil wells in California-dozens are in Kern County. Abandoned oil wells have been endangering public health for years, as state regulatory agencies struggle to keep up with the problem.  There are more than 10,0000 idle oil wells in California and many of them could also be dangerous.   Vic Bedoian reports from Fresno.
