As a recent graduate form the University of Wisconsin-Madison in Atmospheric Science, I was lucky enough to have a professor that specialized in cloud dynamics in tropical systems, such as the one that impacted Louisiana. First, one has to realize the atmosphere over the tropics is deeper than it is over the mid latitudes. This deep,tropical atmosphere sits over mainly the Gulf of Mexico and can flirt with any gulf regions of the Continental United States. Second, one has to find out the origin of this tropical "Low" that propagated into the gulf. The low pressure mentioned in this blog doesn't just come from thin air. Its origin was most likely from the Eastern African Mountains. These are likely a  tropical wave or "Vorticity Maximum"  that formed from scratch on the lee side of the mountain range due to intense convection. The upper level wave propagates in the tropical easterlies.

To comment further, this wave slowly propagated west into the Gulf of Mexico, where it encountered a stream of tropical moisture from convection over South America, further adding moisture into the system. A long wave trough in the Northern US pulled up the system into LA and produced severe flooding. The stream of Moisture could seen from Louisiana to the Eastern Great Lakes.

I really like the nuance you've pointed to here with the shifting baseline discussion. To chime in a couple thoughts: (1) for future statistical presentations, it'd be great to see more pre-event/posted post-event comparisons for x-depth/return period storms. (2) (And there's no way for this to not feel like a lecture) Return periods are likelihood of depth any individual year. If it's been 20 years since the last "100-yr" storm, you're more likely to see big rain than having two "100-yr" storms back to back. Both are statistically possible, but it's clear what's more likely.

This week, we’re talking about the ongoing flooding in Louisiana, which the Red Cross now says is likely America’s worst disaster since Hurricane Sandy.

Early last week, the National Hurricane Center began tracking a slow moving low pressure system over the Gulf of Mexico, and projected a foot or two of rain to hit the Gulf Coast over the following week or so. Gradually, that storm creeped westward and tapped into a moisture source that was among the most saturated that’s ever been measured, according to NWS weather balloon data—boosted by record warm, 90-degree water temperatures in the Gulf. 

We’ll talk about the impact of the flood, the (lack of) media coverage, and how to think about flooding events like this in a climate change context.
