So, we must ask: When the IMF makes a calculation like this—GDP over CO₂—who's setting the scale? Interestingly, buried within their analysis is a significant detail. The IMF uses a social cost of carbon valued at just $39 a ton. Compare that for a moment to European Union climate models, which calculate this same cost at over $185. It's a landmark shift, and on the surface, the story seems straightforward enough: protect ordinary residents from skyrocketing electricity bills by charging tech giants a larger share.

However, this story isn't as simple as it seems. To understand it fully, we have to travel back in time, to 2020. Back then, Santee Cooper was reeling from the collapse of its ambitious nuclear project, the V.C. Summer plant, leaving residents saddled with crushing bills. Seeking relief, South Carolina's leaders promised cheap, stable power to attract Big Tech and industrial innovation. Google and Meta arrived, along with electric vehicle manufacturers, creating what state leadership called the "Tech Corridor." Fast-forward to today—these data centers and EV plants consume hundreds of megawatts. One megawatt powers about a thousand homes, and these companies need continuous, uninterrupted power, day and night, all year round.

Earlier this year, local officials estimated that residential utility bills could surge by as much as seventy percent unless drastic action was taken. But beneath this polished narrative lies a messier reality—and mounting regret.

Internal leaks and new reports show a different story entirely. Over half of the companies who've rushed these sweeping layoffs are already feeling serious remorse. Fifty-five percent regret their decisions, acknowledging they've hastily replaced human workers with AI tools without planning carefully enough for the fallout.

This isn't simply the story of jobs lost; it's about a seismic shift in corporate priorities toward machine intelligence, a gamble fueled by shareholder expectations and industry anxiety. CEOs like Intel's Lip-Bu Tan—previously celebrated leaders—are in an arms race, scrambling to redirect billions toward AI infrastructure. At Intel, this has meant a controversial decision to let go of talented chip fabrication engineers—exactly the engineers needed for the very manufacturing Intel now pins its AI hopes on.

And at Meta, CEO Mark Zuckerberg has quietly gutted the very teams spearheading his formerly grandiose metaverse vision. Just two years ago, he proudly claimed virtual reality would "define the future." Now he's redirecting $10 billion away from metaverse projects and into AI development, pouring resources into his new star initiative—an AI system called Code Llama. Meta's VR and Horizon Worlds divisions, once stellar symbols of Zuckerberg's innovative ambitions, are shadows of their previous scale. Their employer, Telus International, a major contractor for Meta, was terminating their jobs, effective immediately. The reason? Meta had decided to phase out human content moderation in Southern Europe, replacing workers with artificial intelligence.

It's not just another tech layoff statistic—it's emblematic of a growing seismic shift in labor economics, corporate responsibility, and AI's human cost.

So how did we get here?

Several years ago, in the wake of GDPR—a stringent European privacy regulation—Meta chose Barcelona as a key EU moderation hub, outsourcing responsibility to Telus International. This wasn't coincidence; having an external company handle the disturbing and harmful content that inevitably made its way onto Facebook shielded Meta from accountability, lawsuits, and emotional trauma claims. It was labor arbitrage, carefully packaged.

But even this layer of insulation was imperfect. In 2022, Telus faced scrutiny after Spanish labor investigations found that moderators were exposed to severely traumatizing content without adequate psychological support. Meta publicly remained aloof, allowing Telus to soak up fines and criticism.

Embracing a "Year of Efficiency," Meta transitioned moderation tasks to automated systems in cheaper markets, notably the Philippines, and expanded its AI-driven crowd moderation system known as "Community Notes."

The logic seems straightforward: cut costs, eliminate liability, increase scale. Yet behind the curtain, human moderators become ghost workers, their roles quietly replaced by algorithms incapable—critics argue—of grasping regional dialects or subtle extremist cues inherent to European political and social discourse.

Telus described the layoffs as part of a natural client-driven shift, touting relocation opportunities that, in reality, never existed in Spain. The silence from Meta about their responsibility underscores a critical contradiction: in their ESG Initiative, Meta declared human oversight in moderating harmful content an ethical necessity. Yet today's reality starkly contradicts those assurances.

Spanish labor unions, especially Workers’ Commissions—the CCOO—scrambled successfully to negotiate significant severance and set crucial precedents for future layoffs driven explicitly by artificial intelligence transitions. Their message resonates well beyond Barcelona: You can't outsource trauma—or labor exploitation—to an algorithm.

What's playing out in Barcelona right now isn't unique. Platforms globally, from Salesforce to Stripe, hint at similar trajectories—AI-driven efficiency paired with reduced accountability and greater human displacement.

Most troubling is the hidden beneficiary here. Meta's AI moderation models have quietly trained on years' worth of human moderation data—everything from terrorist footage to suicide videos—gathered by human moderators at Telus. These are people whose mental health suffered through viewing this disturbing content, now ironically providing the data fueling the very AI that displaced them.

These layoffs reveal not only market forces at play but fundamental shifts in the landscape of work itself. AI is positioned as a neutral, benign tool—but behind every AI transformation are human casualties.

As one union representative starkly put it, "You can't outsource trauma to an algorithm."

Officially, Meta described the move as part of a "service redistribution," optimizing operations globally. But beneath this corporate jargon, workers and unions allege a very different agenda—that Meta's increasing reliance on artificial intelligence made these jobs disposable overnight.

To see what's truly happening here, we need to go back a bit. For years, social media giants like Meta have grappled with the enormous—and messy—task of policing toxic and harmful content. Human moderators reviewing endless streams of traumatic images and hateful texts often suffered severe mental health consequences. Facing lawsuits and public criticism, Meta outsourced the responsibility to companies like Telus International, shielding itself from public scrutiny.

But something crucial changed in 2023—the European Union implemented the Digital Services Act, mandating stricter oversight of harmful content and, notably, emphasizing human supervision. Meta publicly committed to these standards while quietly reducing human moderation roles behind the scenes.
