Frankly I believe the Picts must have had their own form of discipline to equal that of the romans.Strategy is a very important issue in warfare and considering how many barbarious tribes the romans conquered due to the lack of it indicates the Picts must have had something equivalent to it.

The roman empire marches forth only to come to a halt by an immovable human object called the Picts whose furocity was more than a match for Roman discipline.

I seriously believe the Picts invented guerilla warfare
