A mechanical news machine shouted at him excitedly as he passed. War, death, amazing new weapons developed at home and abroad. He hunched his shoulders and continued on, past the little concrete shells that served as houses, each exactly alike, sturdy reinforced pillboxes. Ahead of him bright neon signs glowed in the settling gloom: the business district, alive with traffic and milling people. Half a block from the bright cluster of neons he halted. To his right was a public shelter, a dark tunnel-like entrance with a mechanical turnstile glowing dully. Fifty cents admission. If he was here, on the street, and he had fifty cents, he’d be all right. He had pushed down into public shelters many times, during the practice raids. But other times, hideous, nightmare times that never left his mind, he hadn’t had the fifty cents. He had stood mute and terrified, while people pushed excitedly past him, and the shrill shrieks of the sirens thundered everywhere.

At the Martian polar caps, where the original water vapour in the atmosphere had condensed, a residue of ancient organic matter formed the top-soil, a fine sandy loess containing the fossilized spores of the giant lichens and mosses which had been the last living organisms on the planet millions of years earlier. Embedded in these spores were the crystal lattices of the viruses which had once preyed on the plants, and traces of these were carried back to Earth with the Canaveral and Caspian ballast. A few years afterwards a drastic increase in a wide range of plant diseases was noticed in the southern states of America and in the Kazakhstan and Turkmenistan republics of the Soviet Union. All over Florida there were outbreaks of blight and mosaic disease, orange plantations withered and died, stunted palms split by the roadside like dried banana skins, saw grass stiffened into paper spears in the summer heat. Within a few years the entire peninsula was transformed into a desert. The swampy jungles of the Everglades became bleached and dry, the rivers cracked husks strewn with the gleaming skeletons of crocodiles and birds, the forests petrified.

In the early afternoon he went down into the streets, ploughed through the drifts of red sand, following the footprints of Travis and Louise as they wound in and out of the side-streets, finally saw them disappear into the coarser, flintlike dunes among the submerged motels to the south of the town. Giving up, he returned through the empty, shadowless streets, now and then shouted up into the hot air, listening to the echoes boom away among the dunes. Later that afternoon he walked out towards the north-east, picking his way carefully through the dips and hollows, crouching in the pools of shadow whenever the distant sounds of the construction gangs along the perimeter were carried across to him by the wind. Around him, in the great dust basins, the grains of red sand glittered like diamonds. Barbs of rusting metal protruded from the slopes, remnants of Mars satellites and launching stages which had fallen on to the Martian deserts and then been carried back again to Earth. One fragment which he passed, a complete section of hull plate like a concave shield, still carried part of an identification numeral, and stood upright in the dissolving sand like a door into nowhere.

THEY ran through the groves of dead trees, leaping across the sun-baked Martian soil, running silently together. They went up a little rise, across a narrow ridge. Suddenly Erick stopped, throwing himself down flat on the ground. The others did the same, pressing themselves against the soil, gasping for breath. "Be silent," Erick muttered. He raised himself a little. "No noise. There'll be Leiters nearby, from now on. We don't dare take any chances." Between the three people lying in the grove of dead trees and the City was a barren, level waste of desert, over a mile of blasted sand. No trees or bushes marred the smooth, parched surface. Only an occasional wind, a dry wind eddying and twisting, blew the sand up into little rills. A faint odor came to them, a bitter smell of heat and sand, carried by the wind. Erick pointed. "Look. The City— There it is." They stared, still breathing deeply from their race through the trees. The City was close, closer than they had ever seen it before. Never had they gotten so close to it in times past. Terrans were never allowed near the great Martian cities, the centers of Martian life. Even in ordinary times, when there was no threat of approaching war, the Martians shrewdly kept all Terrans away from their citadels, partly from fear, partly from a deep, innate sense of hostility toward the white-skinned visitors whose commercial ventures had earned them the respect, and the dislike, of the whole system.

Deep within the core of their sprawling annex, The Institution’s top minds worked diligently at their insidious craft. Their hands moved swiftly, as they worked relentlessly with the sharp tools of their mind; warping words, images, and sounds to fit their malevolent narrative. Their objective was singular, complete control exercised from the shadows, profits reaped from beyond the veil of obscurity. Trust, that most hallowed principle, was nothing to them but a tool of manipulation, exercised to to legitimize their empire. The plan was simple, a classic diversion operated on a massive scale. The creation of an enemy, the eternal outsider, one against whom the public must remain vigilant. Composed of a paradox, the outsider posed no threat, yet could never be vanquished. Instead, his reputation and the shadow of his fearful influence would loom as a spectre, a shade of darkness designed to haunt the masses. Their fear would drive them into the protection of The Institution, shepherded in the manner of livestock. From there, the extension of their complete control would be assured. The machinations of its minds completed, The Institution began its program of domination in full, disseminating its precisely produced PROPAGANDA amongst the public.

Their message was erected upon the walls of their great city, proliferated throughout the mailboxes of its citizens, and across the webpages of it their tightly controlled digital network. Their message spread with viral efficiency. The citizens’ response was sublimely realised, a surge of fear through the populace, shepherding them into the arms of The Institute as they sought security in the face of the threat birthed in pure imagination. Security, The Institution was more than happy to provide; promising strength in the face of the mysterious menace. The Institution’s agents felt the power of their positions strengthen throughout the city, soon holding its highest offices in their grip, putting greater tools of control in their hands. Initiatives were passed, laws enacted, and the vaults of the city drained. The streets were the conduit of their fear, their PROPAGANDA campaign continuing in the fearful whispers of the citizens carrying the fear of The Outsider’s presence. The cycle was set, justification freely given out of fear. The Institute’s diabolic machinations ran as pure as the fear that coursed through the city.

The man pulling the strings behind the revered EATBRAIN imprint, JADE, returns for his second release of the year on his home label with the fiercely executed PROPAGANDA EP, featuring the veteran skills of RIDO.
