i recently got a ticket for outdated registration in new york that was $25 but the surcharge was $93

I heard about this and everyone I talked to fawned over how awesome/cute/cool it was.  I was frothing, "WHAT KINDA FUCKING BOOTLICKERS ARE YOU?! ITS JUST AN EXCUSE TO PULL PEOPLE OVER AND RUN THEIR PLATES/SEE IF THEY CAN FIND ANY CONTRABAND IN EYESIGHT"
