In this week's special episode of The Beacon, Stephen Walt gives a guest lecture to the Oxford International Relations Society on the topic "Where is US foreign policy going?". Walt is Professor of International Relations at Harvard University and is on the editorial board of Foreign Policy and numerous other International Relations and Security Studies journals. Walt is known for proposing the balance of threat theory, in which states' alliance behaviour is determined by the threat they perceive from other states. States generally balance by allying against a perceived threat, although very weak states are more likely to bandwagon with the rising power in order to protect their own security. This worldview informs Walt's lecture as he begins by talking about US President Donald Trump.

Author John Lehman talked about his book "OCEANS VENTURED: Winning The Cold War at Sea" during a lecture on June 25, 2018, at The Institute of World Politics.

About the Book:

A thrilling story of the Cold War, told by a former navy secretary on the basis of recently declassified documents. When Ronald Reagan took office in January 1981, the United States and NATO were losing the Cold War. The USSR had superiority in conventional weapons and manpower in Europe, and had embarked on a construction program to gain naval preeminence. But Reagan already had a plan. Reagan pushed Congress to build the navy back to its 1945 strength of 600 major ships. He gathered a circle of experienced naval planners, including the author, to devise an aggressive strategy that would move our fleets within spitting distance of Soviet waters. New radars, sensors, and emissions technology would make ghosts of our submarines and surface fleets. We would operate aircraft carriers in Arctic waters, which no navy had attempted. The Soviets, surrounded by our forward naval strategy, bankrupted their economy trying to keep pace. It wasn’t long before the Berlin Wall fell and the USSR was disbanded.

About the Author:

John Lehman, a former U.S. Navy pilot, served as United States Secretary of the Navy from 1981 to 1987. From 2003 to 2004 he was a member of the 9/11 Commission. He lives in New York.

OCEANS VENTURED: Winning The Cold War at Sea

Abstract

The concept of cross-domain deterrence (CDD) emerged in the late 2000s as American defense policymakers perceived increasing threats to data networks and satellite systems, in particular from China and Russia. What, if anything, does the notion of CDD add to the venerable concept of deterrence? The Pentagon describes five warfighting domains—land, sea, air, space, and cyberspace—but any means of signaling and influence might differ from others with respect to their utility for political bargaining. CDD can be understood as the use of threats of one type, or some combination of different types, to dissuade a target from taking actions of another type that would change the status quo. CDD is not a new historical phenomenon—deterrence has always involved choices across unlike instruments—but it has become newly salient. As technological innovation expands the portfolio of options available for deterrence, trade-offs across technological means and political ends become more complex. We infer hypotheses about how different warfighting domains affect the conduct of military operations and thus, indirectly, political trade-offs in strategic bargaining. This work builds on Jon R. Lindsay and Erik Gartzke, eds., Cross-Domain Deterrence: Strategy in an Era of Complexity (Oxford University Press, Forthcoming). 

Biography

Jon R. Lindsay is Assistant Professor at the Munk School of Global Affairs and Public Policy and the Department of Political Science at the University of Toronto. His research examines the relationship between technology and international security. His publications include China and Cybersecurity: Espionage, Strategy, and Politics in the Digital Domain (Oxford University Press, 2015) with Tai Ming Cheung and Derek Reveron, and Cross-Domain Deterrence: Strategy in an Era of Complexity (Oxford University Press, 2019) with Erik Gartzke. He holds a Ph.D. in Political Science from the Massachusetts Institute of Technology and an M.S. in Computer Science and B.S. in Symbolic Systems from Stanford University. He has also served in the U.S. Navy with operational assignments in Europe, Latin America, and the Middle East.

Event: Cross-Domain Deterrence: Politics by Many Means

E387 | Antoine Köpe was never a prominent politician or public figure, but he was witness to extraordinary events. Born in late Ottoman Istanbul to French and Hungarian parents, Antoine was there to celebrate the 1908 Young Turk revolution, fight in the First World War, live under an Allied occupation, and experience the emergence of the national resistance and the establishment of the Republic of Turkey. Driven by an irresistible instinct to document, he produced writings, drawings, audiovisual recordings, and a 10-volume memoir of his unusual life. In this episode, our guest filmmaker Nefin Dinç shared more about the life of Antoine Köpe, which is the subject of a documentary project titled "Antoine the Fortunate."

Nefin Dinç is an assistant professor in the School of Media Arts and Design at James Madison University. She studied Economics at Ankara University, Political Science Faculty and has a Masters degree in Media and Culture from Strathclyde University, Scotland as well as a MFA degree in Documentary Filmmaking from the University of North Texas, U.S.A. She has produced six documentaries on Turkey and its surrounding countries and is currently producing "Antoine the Fortunate."

Chris Gratien is Assistant Professor of History at University of Virginia, where he teaches classes on global environmental history and the Middle East. He is currently preparing a monograph about the environmental history of the Cilicia region of the former Ottoman Empire from the 1850s until the 1950s.

The Incredible Life of Antoine Köpe | Nefin Dinç

E409 | In 1827, Hussein Dey, the Ottoman governor of Algiers, hit a French consul on the nose with a fly whisk during a dispute over unpaid French debts. And as the story goes, the rest is history. France soon invaded Algeria and stayed for over 130 years. But as our guest in this episode Jennifer Sessions explains, France's decision to invade and colonize Algeria beginning in 1830 was far less arbitrary and far more intertwined with domestic French politics than lore would have it. And while the invasion was partially about political divisions in France, even as French politics transformed French colonization in Algeria became a national consensus over the course of the 19th century. In this episode, we examine the importance of the early decades of French colonialism in Algeria for understanding what followed, and we consider the legacy of French colonialism in Algeria for France and Algeria today.

Jennifer Sessions is Associate Professor in the Corcoran Department of History at the University of Virginia. Her research focuses on the history of French settler colonialism in Algeria, and she is currently writing a book about the Margueritte Insurrection of 1901.

France & Algeria: Origins and Legacies | Jennifer Sessions

Throughout history, conflict and war have created conditions in which enslavement thrives. In turn, slavery has featured centrally in many conflicts as both a strategic goal and a means of waging war.

Professor Kevin Bales will present the findings to date of a major research project at the Rights Lab (University of Nottingham) exploring the links between slavery and war. This project seeks to map the connections between slavery and conflict, determining how incidences and patterns of enslavement vary depending on the forms of conflict, levels of intensity and duration, and the nature of the combatants and their objectives.
